At the VMMD Board of Directors meeting on September 10, 2024, it was announced that Director Valerie Landry had resigned from her position on the Board.  Per Section 3861.051 of the Texas Special District Local Laws Code, the District is governed by a Board of five Directors, three who are appointed by Arlington City Council and two who are elected at large. Ms. Landry's seat is filled by appointment by the Arlington City Council.  Per Section 3861.054, if a vacancy occurs for a Director seat that is appointed by the City, then the City shall appoint a Director to fill the vacancy for the remainder of the unexpired term, which in this case extends until May 2026.

There was also discussion as to the current level of development of the District and whether it now meets the 90% threshold that would impact the makeup of the Board. Per Section 3861.0521, once the Board determines that at least 90% of the developable acreage has been developed, then all five director seats shall be selected by elections held in May of even-numbered years.  This percentage is determined by the Board on advice of the VMMD engineer prior to January 1st each year. The percentage certified by the Board at the December 12, 2023 meeting was 87.16%.

It is anticipated that the 90% threshold of development will be reached by the end of this year or early next year.  Therefore, the May 2026 election shall be for the 3 seats whose terms expire in 2026.  The remaining 2 seats would be part of the May 2028 election.
